The City of Laurel is expected to consider the second and final reading of a city ordinance regarding building permits and regulations. Also during next week’s meeting, the council will consider making some changes to the city’s insurance plans.
During the Laurel City Council’s agenda setting meeting Wednesday, the second reading of an ordinance regulating the city’s building permits and privilege licenses was placed on Tuesday’s council agenda for action.
Officials said the purpose and intent of the changes are to govern certain activities occurring in the City of Laurel.
The council during its March 2nd meeting approved the first reading of an ordinance amending the City of Laurel Code of Ordinance “Buildings and Building Regulations to establish requirements to obtaining privilege licenses in regard to persons engaged in construction related projects and to clarify requirements for the obtaining of a permit in relation to such projects.”
The city currently has ordinances regulating building permits and the enforcement of ordinances.
However, the public safety committee has been working on the amendment to the building permit section and also on a new ordinance regulating building regulations.
The current ordinance being 801.04 Building Permits states that “whenever any structure or building is to be improved in an amount exceeding $500 or erected, moved or structurally altered, a ‘building permit’ shall be obtained from the Inspection Department.”
City officials said some people are coming into the city during business and not getting building permits/privilege license to do business in the city and more regulation of these individuals are needed.
The proposed ordinance indicates that persons doing repairs over $1,000 will need a privilege license.
According to documents submitted to the council, the ordinance will regulate people doing business within the corporate limits of the city involved in any building trades _ including but not limited to carpentry, roofing, painting, landscaping, antenna installation, dry wall contracting, fire alarm systems, burglar alarm systems and fire protection, or in any capacity which may be considered under the term “general contractor.”
According to the document, no person shall be allowed to do any of these jobs without first obtaining a license to do business within the city.
Officials said the goal of requiring the privilege license is to allow the city to obtain some information on people doing work here.
Officials said the proposed changes are not designed to penalize people.
Tuesday’s reading will be the council’s second reading of the proposed amended ordinance. According to city policy, an ordinance has to have a first and second reading before it can be enacted.
In other business Tuesday, the council will consider allowing the administration to enter a contract for comprehensive insurance coverage on first responder fire trucks.
According to documents submitted to the council, the premium amount for this coverage is $6,386 for March 15, 2010-March 15, 2011.
The council will also be asked to approve adding an uninsured motorist clause to the city’s existing contract with Mississippi Municipal Service Company.
The clause will include coverage for city vehicles that are 2007 models or newer.
