Meanwhile, forecasters say Hurricane Olivia is in a low wind shear environment - and that's not a good thing.
"In other words, the major hurricane track, currently, is basically confined to the south of the Hawaiian Islands". Still, heavy rain and tropical storm-force winds could threaten the state. "Florence is forecast to rapidly strengthen to a major hurricane by Monday, and is expected to remain an extremely unsafe major hurricane through Thursday", the advisory says. It was moving west toward the islands at approximately 14 miles per hour.
It is still too early to know what effects this hurricane will have on Hawai'i Island.
Hurricane Olivia weakened Friday as it moved west toward Hawaii, the National Hurricane Center said.
South Carolina Gov. Henry McMaster also declared a state of emergency on Saturday, and South Carolina's Emergency Management Division urged South Carolina residents to begin preparing their property for Florence's effects.
"As mayor I'm not letting my guard down", Caldwell said. Hurricane Olivia, now a strong Category 2 storm with 110 miles per hour winds, likely will make landfall as a tropical storm on either the Big Island or Maui on Wednesday, CBS News weather producer David Parkinson said.
Elsewhere, we have Hurricane Olivia was located 595 miles east-northeast of Hilo, Hawaii with sustained wind speeds of 75 mph.
East-facing shores of the Big Island are under a high surf warning until 6 p.m. this evening - although an extension of the warning into tomorrow is possible - as a swell from Hurricane Norman strikes the island.
Olivia is barely hanging on to hurricane status as it approaches Hawaii. "We're not expecting Olivia to make that same sort of turn that we saw with Miriam or we saw with Norman, and be more of a threat to us".
High temperatures were forecast to range from 84 to 89 degrees.
The storm may be near the Hawaiian Islands late Tuesday, the center said, warning that tropical storm or hurricane watches could need to be issued Sunday.
