"We want to intensify the dialogue with the U.S. House and the Senate", said Bernd Lange, chair of the European Parliament's trade committee. Trump said in one of several tweets about Harley-Davidson.
"There are no [trade] talks planned", European Union trade chief Cecilia Malmström said Tuesday, adding that Harley-Davidson's relocation decision was exactly the type of reaction Europe had been aiming for with its counter-tariffs. "These sweeping tariffs are not examples of that by a long shot".
"For Harley to be forced to move production out of the country because of the tariffs is very damaging to Trump's repeated claim that his trade, tax and regulatory policies will get companies to boost their United States investments and create good manufacturing jobs", Edward Alden, senior fellow at the Council on Foreign Relations, told Business Insider.
Harley Davidson Motorcycles said it will take a hit of $30 million to $45 million for the rest of 2018.
Harley-Davidson Inc. sold nearly 40,000 motorcycles in Europe a year ago, generating revenue second only to the US, according to the Milwaukee company. "That was long before Tariffs were announced". It has three assembly plants outside the US - one each in Brazil, India and Thailand. "We need to be there and be relevant and grow our share".
Mary Lovely, a senior fellow at the Peterson Institute for International Economics, and Yang Liang, a graduate associate at the Moynihan Institute of Global Affairs, highlighted the possibility that companies will abandon the U.S. in a recent policy paper.
Trump ridiculed the company for building motorcycles overseas.
"I think Harley-Davidson will try to stay here, but overall, you have to look at the cost of doing business", he said. He also vowed to retaliate against Harley-Davidson with taxes and said its "employees and customers are already very angry at them".
But Trump appears to believe Harley-Davidson will manufacture products for the USA market overseas, which it so far has not indicated it plans to do with this move. "They're tax increases on Americans, they don't work, and apparently we're going to see more of this".
Kevin Schreiber, president and CEO of York County Economic Alliance, however, says the announcement is cause for concern, and "injects a level of uncertainty into the economy" in York County. Presumably the manufacture of the Harley-Davidson Street 500 and 750 in India plays a part in this decision. The revenues from European Union countries were second only to the United States.

The EU tariff comes In response to the United States implementing a tax on aluminum and steel to several countries, including EU nations. Yet, Harley has warned consistently against tariffs, saying they would negatively impact sales.
The Thai plant is also meant to help serve a vast market in mainland China.
Walker owns a 2003 Harley Road King motorcycle that he's driven across the state to promote tourism and his own political ambitions. The EU raised its 6% tariff to 31% last week in response to the Trump administration's tariffs on steel and aluminum imports from Europe.
Harley-Davidson says it faces a tariff on average of $2,200 USA per bike in Europe now.
Trump responded to that Tuesday morning with a blistering statement threatening the company with a tax if it failed to do as he wanted.
