NorCal Father Charged With Torturing Children; Mother Charged With Neglect

Fairfield police removed the children from the house March 31 after Rogers reported her oldest child was missing, saying he had run away after she took away his tablet computer as punishment.

Police said on Monday that the parents Jonathan Allen, 29, and Ina Rogers, 30, had been arrested and charged.

A California woman whose 10 children were removed from a home described as filthy by authorities denied that she or her husband had abused or neglected the kids, telling reporters on Monday that the children all slept in one bedroom together because they wanted to. "Why would I ever have a house of children that are abused or allow them to be abused?"

They found another nine children, "rescued from terrible living conditions", according to a Fairfield police press release. The 10 children were placed in protective custody by Solano County Child Welfare Services. She was later released after posting $10,000 bail April 9. The father, Jonathan Allen, 29, faces felony charges of torture and child abuse and the 30-year-old mother Ina Rogers faces child neglect charges. Officers then conducted a "health and safety search", which led to the arrest of Rogers that day and the removal of 10 children from the home. Allen said she is estranged from her son and that he has kept his family away from the grandchildren. "So I ripped up my whole house. tore everything out of the closet, lifted up the beds".
