The officer asks pedestrian Nandi Cain Jr.to stop for "jaywalking".
Police said Cain was originally arrested on suspicion of resisting arrest and an outstanding warrant. He was charged with resisting arrest, but the charges were later dropped. "I thought, as soon as they got me on the ground and they start putting my arms in different positions".
